Hey there,
I am keen to build up a list of all the ISPs, Power companies and Civil defense feeds that exist for NZ and then once I have finished that I will do the rest of the world also.
Ideally any RSS feeds you know of, would be really gratefully received!
Once completed I can either maintain a full list, or ideally have a feed from their pages.
This is by far the best outage tracking site http://downrightnow.com/ - and it actually uses a bunch of methods I was keen to put together myself, but had not yet finished coding!
